The money doesnt pass thru the Governors hands.
Also, despite what my Sovereign Citizen friend tried to tell me many years ago, we cant simply decide to not pay our own personal taxes, the reason being: we are very small, and they are very big.

But it caught my eye because my partner's going up there next week (we live in Santa Cruz). She goes every so often to do some recording in a friend's studio.
