How can it be legal for national guard troops to be sent from one state to another when a governor never requested it?

Seems like a legal slam dunk, but there I go again thinking we're in normal times. Trump sending the Texas National guard to Chicago when Gov. Pritzker never asked Abbot to do is beyond outrageous.

Think of the Little Rock Nine

In that case the president didn’t just command the state guard without the governor’s approval… it was in direct opposition to the governor trying to use the guard in the opposite direction.

But they have to either be aiding the enforcement of federal law or protecting federal interests (e.g., property)
