Is the US government buying stock?

Has this funding been appropriated or is he just spending wherever?

https://www.marketwatch.com/story/the-u-s-just-took-a-stake-in-another-resources-company-and-the-stock-is-tripling-63e32269

Trilogy Metals shares tripled in premarket trade on Tuesday as the U.S. government took a 10% stake in a company exploring in Alaska for copper and other metals.

The White House late on Monday said it was taking a 10% stake in Vancouver, Canada-based Trilogy, worth some $35.6 million, with warrants to buy another 7.5% of the company.

US Govt made a tidy profit on the deal. I understand that was a different situation, and I don't favor what the current Crime Minister is doing here.

Has been going for months -- lithium, rare earth, etc.

Under the MP deal, the Pentagon set a price floor of $110 per kilogram for neodymium-praseodymium oxide, or NdPr, a key input in rare-earth magnets. The government pays MP the difference when the market price is below $110 but in turn takes 30% of the upside when the price is above $110.
