In the end, they want to accumulate ALL the world's money so they can enslave everyone to serve them. It's only the world's governments (esp. the liberal-minded ones) that stand in their way of achieving it, and the primary means by which they're able to thwart them at all (an ability that is being purposefully eroded as we can all see) is through their power of taxation and their role as the official creators of the nation's currency. Undermine the currencies, you undermine the governments, and (unregulated, rapacious) billionaires step in to fill the power vacuum.
