The corrupt DOJ might approve the settlement terms, but they wont have any funds to pay for it without congress including it in the next reconciliation package.
Numerous Republicans are balking at approving the funding.
Its never going to be funded in the first place.
Its more Trump phones, terrifying checks, and infrastructure packages.

we wouldn't even necessarily know if/when the Treasury Secretary (under the executive branch) transferred it or if it has already been done.
