Honestly, I can't imagine George HW Bush the elder, actually was proud of that nomination. He surely knew the "cover story" was bullshit. Did someone (Republican "powers-that-be" ) blackmail him into that nomination?
No, I'm not a dedicated G HW Bush fan, but I really didn't think he was that stupid or naive.
That said, Joe Biden enabled that nomination and when I say "enabled," I truly mean it---at the expense of Anita Hill, who was not just "some woman accusing a powerful man," but an accomplished lawyer in her own right.
So... 
Not a proud moment, that's for sure.
