"Somebody's priorities are all out of whack."
They are just blatantly violating the law.
There are certain funds that are "multi-year" (allowed to go across fiscal years). But using funds designated for a specific fiscal year, that haven't been reprogrammed with Congressional approval, is a violation of the "Antideficiency Act".
