Author's contention is that Chris Christie and Krasnov both delayed the work and the deteriorated existing tunnels might not last until the new one is finished.

If one of the existing ones fails in spite of ongoing maintenance, then it could result in the loss of 20% of NE corridor economy.

Damage to old tunnels was from Hurricane Sandy.

No indication of the probability of this happening.
