41. Yah, the "troops" always clap and cheer at "get together"

When it's a rally event where the CiC or a Congress critter comes down for an award or commissioning ceremony, or to talk about a completed mission, or even just a holiday with the troops
But Officers and Senior NCOs don't clap and cheer at policy or strategy meetings. Those are supposed to be serious and professional events.
