There needs to be a centralized repository of all the evil he has done.

Use the German model here: after Reunification the new German government built libraries to hold the records of all the East German government agencies. Do the same thing with Trump, and do it in two places: Mar-a-Lago and his apartment at the top of Trump Tower.
