Republicans are just choosing not to.

It would be really helpful if there was a link that breaks this down. I am helping a candidate in a local election this year, and "obstructionist" democrats has come up. If I can provide a simple explanation of ways the Republicans could get around this filibuster, which means they are solely responsible for the shut down, then that would help this candidate.
