With DoJ under the President exclusively, there is no effective judicial check over the executive.

Congress should be able to authorize a special counsel that is independent of the AG and President with that Counsel having the same powers as any prosecutor that is within DoJ, except limited to a specific, bounded area of investigation.

As it is, only the AG can decide that a SC is necessary. Since we now know that AGs are not independent and non-partisan (Barr, Sessions, Bondi), we cannot allow this arrangement to continue. There must be some way to have checks and balances.
