1) Is that shingles?
2) Is he in significant pain, which shingles can cause?
3) Is he taking prescription narcotics for that pain, as he is a notorious baby?
4) What duties do military brass have vis-a-vis following orders when their commander-in-chief is impaired by narcotics?
Oh, never mind, we all know that this will be covered up, ignored, forgotten, or swamped anyway.

Looks very much like shingles. We had an elderly relative who developed shingles on her neck and scalp
