But McCain managed to keep Graham "in check" for a number of wild things. And when he passed away, Graham had no more guardrails, which is why we are here today with this mess.

I was here during the 2008 Obama/McCain primary (and when that video of McCain's "Bomb Bomb" mess happened) and there was lots of discussion about the two of them, and later the post-McCain wild man Graham.
