I can't see a pattern of "The higher the percentage of voters, the more votes for Trump" there. Many close states get high turnouts; that's because voters there think there's a real chance their vote makes a difference, so more bother. But in the highest turnout states, there are ones Kamala Harris own, like Minnesota and Maine.
