that it's for soil testing. That whole area is boggy, former swampland. A 250-foot structure might be too large and heavy for placement. Even the Lincoln Memorial reflecting pool has been slowly sinking, which is why it gets messy periodically -- not just because it's still water and people toss stuff into it.
