Importers had to pay the government up front for what they imported. That is how tariffs work. It doesn't matter if it is an individual or a business the money is paid upfront by the importer as the good comes into the country.
The part I responded to was first the government pays companies. No first companies pay the government. The government is now refunding some tariffs back to companies. If you were a direct importer and paid an illegal tariff you should be able to claim that.
The bolded section makes it sound like companies are being paid 2 times by the government.
