3. it's a lawsuit, not a campaign

...and it's on behalf of the entire party, put forward by a Democratic committee, not just the individual House members.

I'd guess that others will join the suit, but it's not necessary to seek justice to have the entire membership as a party to the suit. Not every Democrat engages in every pursuit that the party tasks it's various committees to address. Even at that, there's normally a flood of members joining after filing.

It's not as if they're lined up in opposition or anything.
