25. Definitely not the Medal of Honor. But it is captain's rank insignia on the right collar of Pinboy3niner's fatigues.

This is legendary Army Master Sergeant (and Green Beret) Roy Benavidez with his Medal of Honor. The MoH is worn on a sky-blue ribbon with thirteen white stars around the neck AND it is always the top ribbon of the rows worn on the chest (just below the CIB in this photo of Benavidez). Benavidez has no rank insignia showing in this photo, because the sergeant chevrons are worn on the sleeves of the Class A uniform. On fatigues the chevrons would be on both collars.



Pinboy3niner has Infantry Branch insignia (crossed rifles) on left collar; branch insignia (ie, Infantry, Armor, Aviation, Artillery, Quartermaster, etc) is only worn by commissioned officers. The rank insignia on the right collar is most definitely the two-bar “railroad tracks” of a captain (O-3). The white neck ribbon and medal do not look military to me.

Thanks for going to the trouble of looking this up. AI got most of it correct, but not the rank or MoH identification.
