* the vote differential matters
* if enough of them vote, they might be surprised by the outcome in their state
* usually, President/Veep isn't the only choice on the ballot.

In a district of 1000 people who are eligible and reasonably capable to vote - if 600 vote R but only 30 of the D voters bother to show up ... that sends a very different message than a 600 to 400 split. The electoral outcome is the same but that elected R will pay a whole lot more attention to the concerns of the 400 D voters than they pay to the 30.
