There are no pens and pencils in the White House since he could poke his eyes out with them.

So, he would have had to message it to himself, or someone to edit --- I mean print.

But here's the kicker. He doesn't give one damn about anyone but himself.

IT'S ALL ABOUT HIMSELF.

So, it's a dictated eulogy for Vance to read. And here it is in full.
