Many people live in high-rise apartments and condos in New York and there's no way (for some) to open a window and get a fresh breeze. Therefore windows are always closed, and those residents must rely on electric-powered air cooling and circulation.

The Mayor is making a suggestion that I think is reasonable and I'm not a New York resident. My thermostat is almost always set to 77 or 78, and my comfort level is perfect at that temperature. I can't stand having cold air blowing on me all day, regardless of what it's like outside.
