2. Yes. They want to know whom to threaten before the vote and whose registrations to cancel.

Cancelling a few thousand registrations days before the election without telling people means that voters show up but cannot vote. They then have no time to re-register or even if they tried the Republicans in charge of elections would just not process the registrations before the election, as Kemp did the year he ran for governor. We know Republicans will cheat, but how do we stop it?
