I understand the practical concern about cost. Retrofitting dozens of older facilities with durable HVAC equipment would indeed require significant upfront investment. But cost alone is rarely considered a sufficient justification for maintaining conditions that pose serious health risks — and courts, public health experts, and correctional standards bodies have generally held that the government has a constitutional duty to protect people in its custody from extreme environmental dangers.
