I live on the end of the water line and my water isn't that dirty, but my shower curtain would keep getting dirty so I put in a small filter that cleared up my water. Also, our main lines are cast iron and our water flunks the asbestos limits tests.

A good small filter is only 50 - 60 bucks, the costs will come from how often the filter needs replaced.

Do they ever flush out the lines in that town?
