Start in the NW corner of your state.

Proceed east and south in equal measure, taking in the census data as you cover it.

Divide the people count by the number of districts to be represented.

Fine tune district boundaries to conform to county, municipal, and street lines.

Perfectly achievable as a non-partisan exercise.
