1. The US military is not a paper tiger as you say, but has been misused.

There are some battles you can't win no matter what resources you pour into it - and you need civilian leaders who are smart enough to understand the difference. Moving fast and breaking things is not a military strategy. It may be a tactic - but it's not the long game which the imbeciles in our administration don't seem to understand. China does not consider us a paper tiger. It knows that we have both the capability to project power pretty much anywhere in the world - and lack the wisdom to refrain from doing so. The foregoing makes us very dangerous and unpredictable which doesn't foster trust and is bad for trade and the economy.
